That Council adopt the confidential recommendation in the private report from the Regional Solicitor dated January 25, 2023.

That Council receive the private memorandum from the Senior Executive Officer, People Equity and Culture dated January 25, 2023, with Attachment 2 to be made available to the public.

That Council enact Bylaw No. 2023-04 to confirm the proceedings of this meeting of Council held on January 26, 2023.
