adopt the recommendations in the Minutes of the Committee of the Whole meeting held on September 11, 2025 .

Council defer consideration of the report dated August 28, 2025 from the Commissioner of Public Works pending anticipated provincial legislative changes. (See Item M.2)

adopt the following recommendations in the report dated September 15, 2025 from the Commissioner of Public Works: Council grant the request of the City of Vaughan to delegate York Region’s authority to regulate forestry-related matters pursuant to section 138 (8) of the Municipal Act, 2001, as well as any other forestry matters that York Region currently has authority over. The Regional Clerk circulate this report to the Clerks of York Region local municipalities, the Chippewas of Georgina Island First Nation, Environment and Climate Change Canada, Natural Resources Canada, Ontario Ministry of Natural Resources and Forestry, Ontario Ministry of the Environment, Conservation and Parks, Lake Simcoe Region Conservation Authority and Toronto and Region Conservation Authority. (See Item M.3) A recorded vote on this item was as follows: For: Del Duca, DiPaola, Jackson, Jolliffe, Li, Racco, Rosati, Scarpitti (8) Against: G. Chan, M. defer consideration of the report dated September 18, 2025 from the Commissioner of Public Works to the Regional Council meeting scheduled on Thursday October 23, 2025 at 9 a.m.

approve and enact the following bylaws:

approve the 2026 Council and Committee Meeting Calendar.

on the Province passing legislation cancelling the Automated Speed Enforcement (ASE) program, staff report back with potential measures equivalent in effectiveness to ASE; and, Regional Clerk be directed to circulate this motion to the Premier of Ontario, Minister of Transportation, Minister of Municipal Affairs and Housing, local area MPPs and local area municipalities.

adopt the confidential recommendations in the private minutes of the Housing and Homelessness Committee meeting held on September 11, 2025.

receive the private memorandum dated August 26, 2025 from Dan Kuzmyk, Regional Solicitor and General Counsel and the private memorandum remains private.

receive the private memorandum dated September 18, 2025 from Dan Kuzmyk, Regional Solicitor and General Counsel and the private memorandum remains private.

enact Bylaw No. 2025-50 to confirm the proceedings of this meeting of Council held on September 25, 2025.
