adopt the three confidential recommendations in the report dated January 29, 2026 from the Senior Executive Officer, People Equity and Culture. In accordance with Council’s decision, the confidential recommendations were publicly released on February 12, 2026 as follows: Subject to ratification by CUPE Local 4900 (“CUPE 4900”), Council ratify renewal of the CUPE 4900 collective agreement, pursuant to the Council approved mandate, for a four-year term, from April 1, 2025, to March 31, 2029. Council direct staff to implement the terms of the renewed collective agreement and the approved Council mandates of November 28, 2024 and October 9, 2025. These recommendations remain confidential until CUPE 4900’s ratification vote, after which they will become public.
