refer the presentation by Mark Fam, President and CEO of Oak Valley Health to staff for consideration in the 2027-2030 budget process and a report back on hospital funding options including previous contributions to this sector.

adopt the remaining recommendations in the Minutes of the Committee of the Whole meeting held on September 10, 2026.

adopt the recommendations in the Minutes of the Housing and Homelessness Committee meeting held on September 10, 2026.

approve and enact the following bylaws:

reconsider Sign Bylaw 2025-62, enacted on December 11, 2025, as it relates to all aspects of election signs. This motion requires a 2/3 majority vote to carry.
