That Council confirm the Minutes of the Council meeting held on February 27, 2020.

That Council receive the communication from Kimberley Kitteringham, City Clerk, City of Markham dated March 11, 2020.

That Council receive the communication from Rosemarie Humphries, Humphries Planning Group Inc. on behalf of Brookvalley Project Management Inc. dated March 12, 2020.

That Council receive the memorandum from Katherine Chislett, Commissioner of Community and Health Services and Dr. Karim Kurji, Medical Officer of Health dated April 1, 2020 and adopt the following recommendations: Replace clause 1 of the Procurement of Services for the Ontario Seniors Dental Care Program report with the following wording: Council authorize an agreement between the Region and Golden Care Dental Services Inc. to provide clinical dental care service for eight months, expiring on December 31, 2020, at a total cost of $608,166 excluding Harmonized Sales Tax. Replace clause 2a of the Procurement of Services for the Ontario Seniors Dental Care Program report with the following wording: Council delegate authority to the Commissioner of Community and Health Services to procure interim dental services and to execute related agreements as follows: a) Contracts may only be awarded by the Commissioner up until and including December 31, 2020

That Council receive the memorandum from Laura Mirabella, Commissioner of Finance and Regional Treasurer dated April 1, 2020.

That Council adopt the recommendations in the Minutes of the Committee of the Whole meeting held on March 12, 2020, except Item D.2 which was considered separately due to Regional Councillor Ferri’s declared interest and Item G.2.3, which was amended, as follows, pursuant to Item F.3 (Procurement of Services for the Ontario Seniors Dental Care) on the revised Council agenda: G.2.3 Procurement of Services for the Ontario Seniors Dental Care Program That Council adopt the following recommendations, as revised by the memorandum dated April 1, 2020 from the Commissioner of Community and Health Services and the Medical Officer of Health: Council authorize an agreement between the Region and Golden Care Dental Services Inc. to provide clinical dental care service for eight months, expiring on December 31, 2020, at a total cost of $608,166 excluding Harmonized Sales Tax. Council delegate authority to the Commissioner of Community and Health Services to procure interim dental services and to execute related agreements as follows: Contracts may only be awarded by the Commissioner up until and including December 31, 2020 Time periods covered by the contracts for general dental services will vary, however, no contract shall be longer than 24 months Time periods covered by the contracts for specialty dental services will not exceed 12 months The total cost of services will not exceed the value of funding received from the Ministry of Health to operate the Ontario Seniors Dental Care Prog

D.2 Planning for Employment and Employment Conversions - Owners of 10351, 10431, 10445 and 10475 Keele Street, City of Vaughan That Council adopt the recommendation in Item D.2 in the Minutes of the Committee of the Whole meeting held on March 12, 2020.

That Council: Adopt recommendation 2 in the report dated April 1, 2020 from the Commissioner of Finance: 2. Council approve retaining the 2020 water and wastewater rates at their 2019 levels and that staff report back on the financial implications of this. Refer recommendations 1 and 3 to the April 16, 2020 Committee of the Whole meeting for further consideration: 1. Council approve the waiving of interest on any portion of tax levy installments not remitted to the Region as a result of a local municipality’s Coronavirus (COVID-19) tax relief program for a period up to 90 days. 3. The Regional Clerk circulate this report to the local municipalities, the local Chambers of Commerce/Boards of Trade and the Building Industry and Land Development Association – York Chapter (BILD).

That Council approve and enact the following bylaws:

That Council receive the presentation by Bruce Macgregor, Chief Administrative Officer.

That Council receive the verbal update provided by Dr. Karim Kurji, Medical Officer of Health.

That Council permit consideration of a motion to amend Bylaw No. 2017-37 to enact a parking prohibition on a portion of Rutherford Road, City of Vaughan.

That Council enact a bylaw to amend Bylaw No. 2017-37 to prohibit parking at any time on both sides of Rutherford Road from the eastern limit of Islington Avenue to the western limit of Pine Valley Drive in the City of Vaughan.

That Council receive the private report dated February 28, 2020 from the Regional Solicitor.
